Culture Action Europe (CAE) is the foremost European intersectoral network, connecting all areas of culture, creativity, advocacy, transformative cultural policies and facilitating knowledge sharing for cultural networks, organisations, artists,  activists, academics, and policymakers.[ The European Union and the Ministry of Culture of France fund CAE.]

CAE hosts several actions, projects and events. Here is a short list of Core Activities and Functions:

Policy Advocacy and Dialogue

  • Maintains ongoing dialogue with European policymakers

    • Advocates for transformative cultural policies

    • Promotes recognition of culture as both a distinct sector and catalyst for other sectors

Knowledge Sharing and Research

  • Facilitates exchange between the cultural sector and policymakers

  • Conducts research and analysis of cultural trends

  • Produces reports such as the State of Culture report

  • Offers news, library, podcasts and more

Network Management

  • Operating as Europe’s major intersectoral cultural network, Bringing together diverse members, including:

  • Cultural networks

  • Organisations

  • Artists

  • Activists

  • Academics

  • Policymakers

  • Coordinating with supporting members such as BOZAR, European Cultural Foundation, and Goethe-Institut Brussels

Culture Action Europe (CAE) Geographical Hub

  • A platform for CAE members, members of members, and external participants from specific geographical areas.

  • Focuses on the local level’s impact through engagement with local communities and the influence of cultural policies.

  • Encourages peer-to-peer knowledge exchange and capacity building through shared projects and best practices.

Collaborative Initiatives

  • Active participation in civil society platforms:

    • SDG Watch Group

    • Civil Society Europe

    • EESC Civil Society Liaison Group

  • Close collaboration with UCLG – Agenda 21 for Culture

  • Working as principal partner for the Pilot City programme in Europe

 CAE strategy for 2025-2027 

Culture Action Europe’s (CAE) strategy for 2025-2027 aims for a sustainable, inclusive and democratic cultural sector emphasising the concepts of care and beyond. These principles highlight a commitment to building a cultural ecosystem responsive to current needs and proactive in imagining a future where culture is central to thriving societies. By embedding care into its strategy, CAE highlights the importance of sustainability, inclusivity, and ethical considerations in its cultural policies. The ‘beyond’ concept drives the cultural sector to think outside the box, advancing beyond traditional limitations to play a role in broader societal development.”

The strategy includes three thematic areas :

Democracy and Leadership. Advocacy for innovative policy and initiatives, including community participation, is needed in their shaping—Foster collaborations with international initiatives and other EU networks.

Sustainable Development. Bolster a strong cultural sector that fosters the planet’s sustainable development and acknowledges culture’s role as a cross-sectoral enabler in areas including health, education, research, innovation, etc.

The Cultural Ecosystem. Advocacy for fair working conditions for cultural professionals and funding for organisations and projects, including emerging technologies such as AI and digital.

Proposed Actions

  • Advocacy and Representation: Engaging with policymakers to represent the cultural sector.

  • Capacity Building: Promoting networking, collaboration, and discourse among cultural stakeholders.

  • Knowledge Production: Generating research and innovative ideas within the cultural ecosystem.

  • Knowledge Sharing: Facilitating the exchange of information and best practices across the cultural sector.

CAE stands apart for its strong commitment to inclusivity and dialogue through partnerships across various sectors in Europe, CAE ensures the cultural sector remains robust and responsive to present-day challenges. With cultural expression increasingly at risk, CAE serves as a beacon of hope, highlighting that culture is not just a reflection of society—it forms the foundation for a better future.
